RE: The tariff classification of a Clip N Loop from China.

Dear Ms. Pendris:

In your letter dated March 4, 2011, you requested a tariff classification ruling. The sample you have submitted is being returned as requested.

The submitted sample, item number 69450, is described as a set of 10 “Clip N Loop.” It consists of 10 polyester strips packaged in a zip-lock plastic bag. Each strip measures approximately 5 ¼” long x ½” wide. Attached to the end of the strips are zinc alloy snaps. When the snaps are snapped together the polyester strip forms a loop that can be used to hang a towel for convenience or decoration. You have stated that the Clip N Loops are valued more than 20¢ per dozen.

The applicable subheading for the Clip N Loop packages, item number 69450, will be 9606.10.8000, Harmonized Tariff Schedule of the United States (HTS), which provides for buttons, press-fasteners, snap-fasteners and press-studs, button molds and other parts of these articles; button blanks: press-fasteners, snap-fasteners and press-studs and parts thereof: valued over 20¢ per dozen pieces or parts. The rate of duty will be 2.7% ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
